This is unusual, as the Dwemer did not worship the Nine. Dibella, called Dibe by the Kothringi, [UL 1] is the goddess of beauty, love, art and music, and is one of the Nine Divines. In Cyrodiil, she has nearly a dozen different cults, some devoted to women, some to artists and aesthetics, and some even to erotic instruction.
My advice would be to go to the Radiant Raiment in Solitude and check their stock. If they don't have it, then just wait two days and check again. It may take a little time, but they should eventually have it as they always seem to have at least one or two divine amulets in stock. Other than that, I think they are mostly random loot items and are therefore not guaranteed finds except for maybe the Amulet of Talos if memory serves.
Good luck, friend. I know this is a couple of years old and I apologize to any moderators but a good place is also the Spoiler :. The corpses there spawn with divine amulets quite frequently. I've never specifically looked for any amulets; I just always end up with so many from questing that I sell the extras. That will reset her inventory each time you do it. So you can keep doing it until you get whatever you want. The petty squabbles of lesser men and the common rabble are of no greater concern to my grand design.

Also there's chances mining ore veins in Blackreach. And maybe, just maybe there's a quest that gives a reward of leveled gems at Merryfair Farm near Rifken.
Not all NPCs can be reset with one tap. If they are in the same faction as you, they won't care if you hit them 1 or 2 times. Its better to to just kill them or turn them hostile. How many amulets are there in Skyrim? Where can I buy an amulet of Talos? What is the quest for the Amulet of Talos?
