Much more often, and I think universally outside the UK, it is just a job-creation disease which is spreading. Abroad, it gives useless stupid little men a chance to feel big and powerful because if they don't like your tail number or anything else they bin your PPR faxes, pretending they never got them, and refuse a landing clearance when you turn up.
